BALKAN STATES TO MAKE DIPLOMATIC LINKS
Serbia & Bosnia are to establish full diplomatic relations French President Jacques Chirac has announced. Mr Chirac said the countries would exchange ambassadors very soon. The news came after talks in Paris between Serbian President Slobodan Milosevic & his Bosnian counterpart Alija Izetbegovic. Britain will host a major two-day conference in December to agree plans to implement peace in Bosnia next year.

EU CONSIDERS INVITE TO MID EAST TALKS
European Union leaders are considering a request by Palestinian leader Yasser Arafat to take part in the Middle East peace talks with Israel. Mr Arafat suggested the EU should be involved after meeting French President Jacques Chirac yesterday in Paris. If the EU agreed to the move it would link it with the Palestinian cause a BBC correspondent says. The heads of government are in Dublin for a summit on the future of the EU.

NETANYAHU IN TV APPEAL TO PALESTINIANS
Israeli Prime Minister Benjamin Netanyahu has appealed to Palestinians not to lose hope over peace talks. Mr Netanyahu went on television to address the people after the Israeli- Palestinian summit held in Washington. He told them the summit which some had called a failure was really an opportunity for a "fresh start for the peace process". "I ask you don't go into mourning. Don't lose hope " Mr Netanyahu said.

ISRAEL ACCUSED OF LIES OVER BUFFER ZONE
A PLO official has accused Israel of lying in announcing that Palestinians had agreed to set up buffer zones around outposts in the Gaza Strip. The Israeli army said Palestinian police were ready to set up zones 300 metres deep where Arab demonstrators would not be allowed to set foot. "There is no buffer zone. These are Israeli lies " said the official. The announcement followed recent bloody clashes in the Gaza Strip.

US EASES WAY FOR PALESTINIAN EXPORTS
President Clinton has signed into law a bill which will lower trade barriers between the United States & the Palestinian territories. Products from the West Bank & Gaza Strip will enjoy duty free entry into the US in line with goods from Israel. A White House spokesman said the trade initiative reflected commitment to peace in the Middle East. It would be offering new economic opportunities to the Palestinian people

If the leaders here do decide to push for a presence in the peace talks at Mr Arafat's request it will further link them to the Palestinian cause. The move would also risk alienating Israel. That has already been done to an extent when EU foreign ministers blamed Israel on Tuesday for the disproportionate use of force in the recent violence.

PM SETS OUT POLICY ON EUROPEAN CURRENCY
The Prime Minister has been setting out his reasons why Britain must be part of the negotiations for the introduction of a single European currency. BARCLAYS TO SHED
250 JOBS Barclays Bank has announced a further 250 job losses in time for Christmas. Finance union BIFU has warned staff to beware of "bullying or pressure" to accept what Barclays calls "targetted voluntary redundancies". Meanwhile NatWest which is to shed thousands of jobs & close 200 banks has given BIFU a guarantee of no compulsory redundancies the union said. BIFU described the guarentee a result of lengthy negotiations as a "major breakthrough". 19:32/51;
