RED CROSS TO TRY TO AID AFGHAN REFUGEES
The International Committee of the Red Cross is sending a delegation to northern Afghanistan to assess the needs of some 30 000 refugees. It is the first confirmation that thousands of people fled Kabul before the city was captured by the Taleban. A Red Cross official said negotiations were in progress with the Taleban over the distribution of aid in Kabul. There is also a possibility of talks between the Taleban & other factions.

Fighting has broken out in Afghanistan
between the Taleban & forces loyal to warlord General Dostum. Phil Goodwin: Reports from eyewitnesses & from a Taleban commander say shell fire & rocket exchanges have begun between the Taleban & General Dostum's forces. The extent of any military advances is unclear but an outbreak of fighting between the two groups would be a major development.

between the Taleban & forces loyal to warlord General Dostum. Phil Goodwin: General Dostum controls much of the north of the country & is the one major remaining obstacle to the Taleban's aim of imposing Sharia Law. As reports of fighting emerged the Taleban leadership in the Afghan capital Kabul were still maintaining that they were in contact with General Dostum & hoping to negotiate a deal.

MAJOR AND BRUTON URGE MORE CONCILIATION
John Major & his Irish counterpart John Bruton have urged a more conciliatory approach by all sides in Northern Ireland peace talks. The two leaders met in Dublin on the fringes of a European Union summit as problems mount for the peace process. The two premiers agreed on the need for "the necessary flexibility" on the part of all the parties. The stumbling block has been the issue of paramilitary arms decommissioning.

between the Taleban & forces loyal to warlord General Dostum. Phil Goodwin: General Dostum has always regarded himself as the power broker in the country & has powerful well-equipped military forces. Russia has expressed support for the General saying it is worried if the Taleban gains control of the north it will threaten the central Asian states. It seems after a few days of peace a new phase of the conflict has begun.
