The International Committee of the Red Cross is sending a delegation to northern Afghanistan to assess the needs of some 30 000 refugees. It is the first confirmation that thousands of people fled Kabul before the city was captured by the Taleban. A Red Cross official said negotiations were in progress with the Taleban over the distribution of aid in Kabul. There is also a possibility of talks between the Taleban & other factions.

The two leaders met in Dublin on the fringes of a European Union summit as problems mount for the peace process. The two premiers agreed on the need for "the necessary flexibility" on the part of all the parties. The stumbling block has been the issue of paramilitary arms decommissioning.

Russia has expressed support for the General saying it is worried if the Taleban gains control of the north it will threaten the central Asian states. It seems after a few days of peace a new phase of the conflict has begun.
