She said she believed it could be a very useful deterrent & appeared to hint at the possibility of it being included in the Education Bill.
Downing Street has insisted Education Secretary Gillian Shephard was not rebuked by the Prime Minister over her comments on corporal punishment. A spokesman said John Major phoned Mrs Shephard because her comments had been open to misinterpretation. Mrs Shephard told the BBC this morning that she considered caning "a very useful deterrent". But she conceded Mr Major had a "very different" personal view on the matter.

She said on GMTV the main sanction parents faced was the loss of choice of school after a pupil was excluded twice Mrs Shephard cited detentions as a means of enforcing discipline but ruled out corporal punishment for now. While stressing the need for parental involvement she emphasised her belief in the contribution of families.

Education Secretary Gillian Shephard has met Chief Schools Inspector Chris Woodhead for talks over the problems of a school with "disruptive pupils". The meeting came before the closure of the Ridings School in Halifax soon after an alleged assault on teachers. All 600 pupils were sent home soon after with letters to their parents saying the behaviour was unacceptable. The NAS/UWT had been calling for the exclusion of 60 pupils.
The Home Secretary has again rejected calls in the Commons for a free vote on the banning of all handguns. A complete ban would drive some target shooters underground he said and this would mean the public were exposed to a greater risk than under his proposals. Tighter firearms legislation had to be passed as quickly as possible he said. This would "help the people of Dunblane to draw a line under the dreadful experience" they had suffered he said.
