France's Council of State the highest administrative court in the country has ruled in favour of the Church of Scientology in a five-year-old tax row. A French law enabling the state to block foreign investment on public order grounds was deemed too vague. The state used the law in 1995 to block the Church's attempts to settle a tax debt for the organisation in France with money from abroad. It means the state now has to pay some #1200 in costs to the Church in Paris.
Al Gore's fight for the White House is over if the ban on recounts in Florida is not overturned his top lawyer said. Senior Democrat lawyer David Boies told the Fox television network that "if Florida is told don't count the votes I think that's the end of the road." Yesterday the US Supreme Court halted recounts of Florida's disputed votes until it examines the matter tomorrow. Lawyers from both sides are presenting written arguments ahead of the hearing.
Lawyers for George W Bush & Al Gore are presenting written arguments to the US Supreme Court on the eve of a hearing that could decide the election. The court yesterday decided by a margin of five judges to four to call a halt to the recounts which were ordered earlier by the Florida Supreme Court. Fresh arguments on the matter are set to be heard by the court on Monday. State officials had been counting up to 45 000 disputed "under-vote" ballots.
Two judges in Florida have thrown out Democrat challenges to the election results in two of the state's counties. Local Democrats in Martin & Seminole counties called for absentee ballots to be discounted because of alleged abuses The judges agreed that irregularities had occurred but said the integrity of the result had not been affected. Lawyers for the Democrat voters who brought the case say they will appeal unless asked not to by party leaders.

Ghana's main opposition New Patriotic Party has won a slim majority in parliament with 102 of the 200 seats according to official results. The ruling National Democratic Congress won only 87 seats in Thursday's poll. But the NPP's John Kufuor looks set to fall just short of a majority in the presidential poll. With almost all ballots counted he has 48% of the vote The NDC's John Atta Mills has 45%; a run-off is likely in three weeks' time.
